SABER certificates explained: PCoC and SCoC for Saudi imports

SABER is the Saudi online platform, run by SASO, through which imported products show they meet Saudi technical regulations. Without the right SABER certificates, regulated goods cannot be cleared, and every day at the port adds storage and demurrage costs.

Two certificates, two purposes

  • Product Certificate of Conformity (PCoC): issued for the product model, showing it meets the Saudi technical regulation. It is usually valid for a set period and can cover repeat orders of the same product.
  • Shipment Certificate of Conformity (SCoC): issued for each shipment, linking the specific consignment to a valid PCoC. It is required for customs clearance.

Which products need SABER?

Products covered by a SASO technical regulation, such as electrical appliances, lighting, toys, building materials, auto parts, textiles and many more. The requirement depends on the HS code; low-risk products may only need a self-declaration.

Food, cosmetics and medical devices are regulated by SFDA instead and follow their own process.

How the process works

  • Register the product on SABER with its HS code and technical details
  • Submit test reports and documents to an approved conformity assessment body
  • Receive the PCoC once the product is approved
  • Request an SCoC for each shipment before it arrives

Avoiding delays

Start SABER before the goods are produced, not when the ship is sailing. Ask the factory early for test reports to the right standard, and make sure the product name, model and HS code match across the invoice, packing list and certificates.
